House Committee approves USDA funding bill that contains several provisions affecting horses

Yesterday the US House Appropriations Committee approved the Agriculture Appropriations bill, which provides funding for the US Department of Agriculture and its programs for fiscal year 2016 (Oct. 1, 2015 - Sept. 30, 2016). The bill include several provisions that affect horses, including those relative to APHIS (the Animal and Plant Health Inspection Service), USDA inspectors at slaughter plants in the US (should any open) and enforcement of the Horse Protection Act.
