Federal legislation to prevent soring of horses re-introduced in Congress

A bi-partisan attempt to resurrect proposed changes to the Horse Protection Act, which would prevent abusive soring practices in certain gaited horse breeds has once again been introduced in Congress. Previous attempts to pass this federal legislation have failed in Congress. The USDA released final regulations last year that would have accomplished much of the goals of the proposed legislation, but that new regulation was rescinded by the Trump Administration.
